“山泉”probably is the title of the picture,meaning the fountains in the mountains.
"中国陕西户县" I guess the place where the painting is done, Shaanxi Hu county
"刘志贵作" the author's name is LIU Zhigui. Against this background,"作"simply means "written by / drawn by "

"己巳年" represent the year when the painting is done. I searched the internet, probaby 1989.
