Um without seeing your computer I really can't help you. I was able to install Chinese (PRC) just fine on my computer by following these steps

1)Opened "Control Panel"
2)Selected "Date, Time, Language and Regional Options"
3)Selected "Add Other Language"
4)When the "" window popped up I chose the "Language" tab
5)Ticked both boxes for "Supplimental Language Support" ie to download the East Asian Languages.
5)Went to details on "Text Services and Input Languages" and then looked for Chinese (PRC)

If you don't do step 5 I'm not sure that you'll be able to do it, but like I said since I can't see you're computer myself I don't know.
