海 = 氵[water radical] + 每, mei [each, every]


上海 = Shanghai

i think the meaning is that the sword is made by the person named 顏喆賾 who comes from shanghai.

the second one: 山本龟一

there are all japnese names with chinese character. you know japnese words are come from chinese language. so many japan words are just same as chinese.

the first one: 福田太郎 = FUKUDA*, Tairo
the second one: 山本龟一 = YAMAMOTO*, Kamehito/Kamebito/Kameichi [一 could be either ichi or hito/bito as last part of a name]

*Some Japanese people romanize their last names in all caps to distinguish from the given names.
