When I saw this subject, I couldn't help bursting into laughter.

It's an informality widely used in north China, means "get out of here, you have nothing to do with it~yawning smiley"

I will be impressed when hearing a foreigner saying it. It's too chinese!

Here is an example:
You are talking with your freind about yesterday's football match, very excitedly. Your wife wants to join you, while she hardly know about football, so she keeps asking some stupid questions which make you bored and disgusted, so you say "哪儿凉快去哪儿" to your wife. But I should warn you that by heaing that, your wife will probably going to somewhere cool and never get back...

It's not polite to say that to your boss or your colleagues. While using it occasionally with some close friends does not hurt.

The above gave good explanations, but I wanna point out that this sentence actually goes as"哪儿凉快 哪儿去" rather then "哪儿凉快 去哪儿". In English we can say "It's none of your business!" By the way, The following are of the same or similar meaning:
1.一边呆着去。
2.关你屁事?(vulgar and offensive)

different area use different sentence
beijing use 哪儿凉快去哪儿.
nanjing use 死一边去.
