On Windows 8.1, How to Create New Local Account

I have just upgraded from Windows XP 32 bit to Windows 8.1 64 bit.
When I turn my laptop on and try to sign in, it says password is incorrect. I am using a local user and do not have a password so when I try to sign in and don't enter the password it does not let me sign in.

I believe that many Windows 8.1 users meet similar problem when they login Windows 8.1 laptop. They may create or use a Microsoft account to log in to their new Windows 8.1 operating system when they were stuck by the poorly implemented login procedures.

Actually, we can follow the below images to create a new account to login Windows 8.1 quickly.

Input "users" on the Start Screen and get the search results. Choose the first item in the search results and go to the window below:
