Just like many other cities of china, such as shanghai, guangzhou and shenzhen, they both have famous red-light district, so this is not unique, instead, not just the local citizen, but also the government know its existence, allow its growth. So I think the most important thing is to administer appropriately.

Most foreign men come to do business not learn culture. Although they do pick up culture while doing business in China. You don't need to even learn or find where the red light district is when they have it right inside their 5 star hotels like Sheraton. Now why would they have such things in a 5 star hotel? Because its part of a lavished lifestyle in China.

As for the failed teachers......They didn't exactly failed since ESL teachers never really had any high requirements. Most that became ESL teachers probably didn'think of becoming one. The opportunity to be an ESL teacher is too great with the decent pay and high demand for it. Let's face it. Its hard to look for a job in China so most would have tried to teach temporarily in order to pay rent. Then eventually stayed as a teacher since they find the pay is higher than a regular manager. Real expat package salaries are hard to get within China. Means very little motivation to switch jobs to what these foreigners are really qualified for.
