Chinese proverb translation from picture

Hi,

My friend will take me out to dinner if I can decifer his tattoo. I have spent many hours looking for these three characters online in dictionaries and in chinese proverbs. I'm stuck! Can anyone help me? He said he looked through a book or something of chinese proverbs and found this one.

Hi,
the pic you sent to me is not Chinese, actually they r Japanese.
Fortunately, I learnt Japanese in college.

the word means "depression""stagnancy " ,usually means the market or the business slack.
