Interpretation of Chinese Marks on Brass trinket box (photo)

Hello, I am seeking information on the marks on an old Brass trinket box. It has a black enamel finish and what appears to be three Cloissone or possibly Chokin dragons in a ball (circle). The dragons are Gold and brown. The first part of the marks is very weak but with manipulation and magnification I was able to get them a little clearer. Any help would be greatly appreciated. Well I found a website that reads Chinese porcelain Marks and he was able to read the marks. Actually the marks are Japanese. The top row of characters reads MONOPOLY. The middle row is the Numbers 221186 and the last row reads Made By Takeuchi (Chubei). He was a Brass and Bronze Cloisonne master during the Meiji Period (1865-1913). Now I must do a little research to see how much his items are selling for, hopefully it is a high dollar item. Thanks to everyone who took the time to view my post even though it wasn't Chinese. smiling smiley

It is simplified Chinese word is : 特许, which means privilage or consession

許特賣專 [read from right to left] = 專賣特許 [today read from left to right] = special permit for professional sales, not MONOPOLY!

The middle row has the numbers 5181122, NOT 221186 but
if read from right to left would be 2211815! 1 + 5 or 5 +1 = 6 but not if they're next to each OTHER. 五一 read from right to left = 15, NOT 6!

製 = created / made by 作內[left to right: name of creator might be Japanese?!].

It's all in Chinese, NOT Japanese! Maybe the person who made this is Japanese, but the writing is in CHINESE!!!
