One problem with Xiamen....they don't speak mandarin there. They speak minan hua, which is so different from putonghua that you can't even understand the numbers. I speak mandarin pretty well and I often go to Xiamen on business (granite counter-tops) and I can tell you that standard mandarin is NOT spoken on the street. This is the big problem with studying anywhere in the south of China, the language of education and business (PuTongHua aka standard mandarin) is not commonly spoken, or it is spoken with such a thick accent that what you learn in class is not reinforced on the street...you can't use what you are learning. Obviously yes, some educated people in these cities can speak mandarin, but it is not what you will be immersed in, and the immersion is the key here.
In my opinion, having spent a combined several months in Xiamen and living/studying in Hebei (shijiazhuang) I would vote Hebei. Xiamen is much cooler and more international, but if your true goal is to learn good Chinese...you have to go somewhere they speak it and there are few other foreigners.
